The worst flooding has yet to be felt, with most of the country still under a 2cm flood risk.

The National Flood Insurance Scheme said: "Large flooding has been reported across the country.

"The National Flood Insurance Scheme is being boosted by significant investment in flood defences across the country.

"While the scale of the flood has yet to be officially confirmed, the Flood Strategy published by the National Grid on Saturday provides advice for businesses and households as to what to do to be prepared and remain safe in the event of an emergency.

"We expect this to be the biggest flood in England's geological history."

Cuts and shortages

A spokesman from the Department for Environment, Food and Rural Affairs (Defra) said it had taken on additional functions with the help of local authorities following flooding across the country.

Defra has been asked to "help" with the provision of emergency services in areas affected by flooding, which will require extra staff from local councils and local authorities.

The cuts will be made "in the face of escalating flooding".

KOSCHIAZKO, Ukraine – As Ukraine's civil war drags on, a new law was approved Thursday that would give its citizens and private citizens in cities and towns the right to record themselves carrying large amounts of cash, weapons, alcohol or drugs.


The law was voted by a 5 to 3 margin in parliament to be introduced by President Petro Poroshenko, a move that will come into force May 15.


"We are introducing this legislation as the most progressive law we can pass on crime and violence since our revolution," Poroshenko told parliament. "We don't want a country without prisons. It will make the situation of those jailed a bit better," he added.


Under the law, which is already the law of the land in several other eastern states, no matter how big a bag someone takes as long as they keep it in their wallet or pocket. Police would only have to check if the person was carrying more than $250, according to the Kyiv Post.


The initiative was prompted after Ukraine suffered three of the worst mass murders in recent memory last month. Police identified the killers by DNA. They were sentenced to death and were later executed by the regime's security service.


One week later, Poroshenko ordered a nationwide national crackdown on the use of such materials with hopes of bringing down more violence.

Kosciuszko, a former Soviet republic ruled by Moscow for 30 years, recently made sweeping reforms to its security apparatus in a bid to stem crime and the flow of drugs into the country. That's made some locals wary of taking out a bag of cash and carrying it in their pocket.


"I've carried $2.50 in my wallet since the war started in 2008," said the 34-year-old driver, who spoke on condition that he not be identified. "For the first few days, there were several times when I didn't even feel well. This is how we feel."
