The worst flooding has yet to be felt, with most of the country still under a 2cm flood risk.
The National Flood Insurance Scheme said: "Large flooding has been reported across the country.
"The National Flood Insurance Scheme is being boosted by significant investment in flood defences across the country.
"While the scale of the flood has yet to be officially confirmed, the Flood Strategy published by the National Grid on Saturday provides advice for businesses and households as to what to do to be prepared and remain safe in the event of an emergency.
"We expect this to be the biggest flood in England's geological history."
Cuts and shortages
A spokesman from the Department for Environment, Food and Rural Affairs (Defra) said it had taken on additional functions with the help of local authorities following flooding across the country.
Defra has been asked to "help" with the provision of emergency services in areas affected by flooding, which will require extra staff from local councils and local authorities.
The cuts will be made "in the face of escalating flooding".

"The Olympic movement is one of the most important social movements to emerge from modern times," said Alain de Botton, co-founder of La Quadrature du Net, an online organization that pushes more than 350,000 people in France to "educate themselves about sports" and to support organizations in the public sphere that pursue "the spirit of sports."
That spirit, he said, has been captured by French athletes such as Simone Biles, the 2012 Olympic champion, and then by their American counterparts, like Simone Biles and the 2012 Olympic gold-medal winner, who recently appeared in a promotional video.
"They do this without any doubt," De Botton said. "They know that a woman is still a woman in every way."
The Paris attacks have exposed the country's divisions that have made sports, de Botton said, a necessary ingredient for healing those divisions.
"It wasn't supposed to be this way," de Botton said.

Races for gold and silver at this year's games have led to bitter competition over gender roles.
"I think the sports and the Olympic movement are the greatest thing about the world," said De Botton. "We live in a world that is being attacked because of everything this movement stands for. We are on fire, and I think it was time to burn the candle at both ends."
He added that the IOC has recently increased its presence in the country. Last week, for instance, the organization announced the creation of a regional office in Paris that will help organize sports that are held in a different city, including "women's and kids' sports."
France hosted Olympic swimming in 2008 and 2012; both cities have also taken part in other sporting endeavors, such as tennis and squash.
De Botton said the IOC has had "an important role" in making its presence feel more global and more relevant, but the organization has had to adjust to a much more fragmented, diverse and less developed political scene in France, where the two most radical groups of the opposition — the Front National and right-wing parties — have had virtually equal share of votes at both national, regional and municipal elections.
In recent years, this has been a growing problem for the IOC, as its mission has moved, on balance, to more globalized and inclusive.
While more traditional sports have continued to flourish in France, some of the most popular and successful have been in the fields of softball and track and field, De Botton said. He added that the Olympic movement has also done wonders for youn
